Russian Orthodox Fraternity HONOR Icon??? 1903 HELP!

I believe this is Russian Orthodox, possibly Byzantine, but I have no idea what it reads. It appears to be some type honor medal and the bottom fringe is actually made of tightly coiled wire. Maybe from a fraternal organization like the Catholics have the Knights of Columbus?? The date reads: OCH. 15 MAPTA 1903 WICK HAWEN, PA (there is now a Wick Haven, PA) The icon has a metal backing and then a hard plastic cover over the photo. So does anyone have any idea what this may be or what is say? Thanks for any help, and if I posted this in the wrong place I am sorry. Susan
